E.L.V RegulationsWhat are the E.L.V.s Regulations? The Waste Management (End-of-Life Vehicles or ELVS) Regulations 2006 came into effect on the 8th of June 2006 in an effort to make car manufacturers responsible for vehicles they put on the market. These vehicles pose a huge waste problem when they are no longer wanted or used. These E.L.V.s Regulations were brought in as part of a European Directive (2000/53/EC). Obligation on Car Manufacturers: The Regulations require any car manufacturer in Ireland (subject to conditions) to set up a network of Authorised Treatment Facilities (A.T.F.s) where people can bring their unwanted vehicles free of charge. Obligation on Authorised Treatment Facilities (A.T.F.s): A.T.F.s are obliged to take in vehicles free of charge. A small charge can be imposed if it is missing any essential components (i.e. wheels, engine, coachwork, catalytic converter) or has added waste. The A.T.F. is then required to depollute (remove all hazardous materials) and dismantle the vehicle. A Certificate of Destruction is issued to the registered owner of the vehicle. A target of at least 85% (by weight) reuse or recovery must be achieved and this target increases to 95% by 1st of January 2015. Obligation on Registered Car Owner: All Registered Owners of vehicles are now obliged to dispose of their vehicle through an A.T.F.. Registered Owners must provide photo identification showing their name, address and nationality as well as the vehicle’s registration document (log-book / vehicle certificate) when depositing their E.L.V. at an A.T.F. or to the driver of the collection vehicle. I.A.E.S. is an Authorised Treatment Facility for End-of-Life Vehicles. Fingal County Council has issued us a Waste Permit WPT 111 to depollute, dismantle and recycle vehicles for Dublin. We accept all models of ‘bangers’/ scrap cars/ crashed wrecks free of charge* and recycle at least 85% of each vehicle. *As per Waste Management (End-of-Life Vehicles) Regulations 2006 all vehicles can be brought to I.A.E.S. free of charge provided vehicles are complete and not missing any essential components and there is no added waste in the vehicles.
